Captain Jora Mau was the first director of Temporal Engineering and captain of the USS Inference, the first Inference-class engineering ship. Despite his many discharges from Starfleet and mental instability, Mau became the leading specialist on Temporal Mechanics with his Inference Theory, the first theory to relate time, space, and energy. Inference Theory allowed for the first Interspace Drives and opened the doorway to reliable time travel.

History
Early History
Mau was born on Bajor during the Cardassian Occupation. After the occupation ended he began to work in physics and was awarded a Ph.D in Warp Physics from the Jalanda University. He became increasingly at odds with the Bajorans and eventually left to work on Vulcan, where he found he identified with the Vulcan philosophy of logic and detachment from emotions.
After a number of applications, Mau was commissioned into Starfleet as an engineering Ensign aboard the USS Antarctica. After only three months of service, the USS Antarctica was attacked by a Borg scout ship at the edge of Federation space. The ship was destroyed and the only survivor was Mau, whom survived by cloaking an escape pod and hiding it in the wreckage.
When he was rescued, Mau exhibited mental instability and was put on medical leave. It was assumed that he was suffering from post traumatic stress, but had in fact absorbed the katra of one of his Vulcan crewmates before the USS Antarctica was destroyed. Mau kept this fact secret from Starfleet for fear of permanent dismissal.
A half a year after his return, Mau was returned to active duty as an engineer aboard the USS Samurai. He quickly rose through the rank to become Chief Engineer, and was promoted to Commander. However, during a mission in which the ship fought a Reman-controlled vessel, Mau left his post and beamed over to the enemy ship against his orders to remain in engineering. While his actions ultimately aided the Samurai, he felt as if he betrayed himself by giving in to his emotions and begged the captain for a punishment. He was demoted to ensign.
His mental state deteriorated after the Reman incident and he was again placed on medical leave. He resigned in anger from Starfleet and moved to Earth, where he worked for two years at the Daystrom Institute before becoming a recluse.
The SDI and Temporal Engineering
Mau published a number of works regarding time travel and spatial physics after leaving the Daystrom Institute, but made no notable contributions to engineering. His theories about alternate dimensions not only existing, but having been reached a number of times accidentally by Starfleet, were considered absurd.
Chief of Starfleet Security Admiral Kynthia Alena visited Mau in regard to a string of murders at Starfleet Command. She had been unable to solve the mystery and every day more high ranking officers were found dead of unrelated causes. The only fact that tied them together was an unusual tachyon charge found at each scene. None of Starfleet's engineers could explain the reading, and desperate for an answer, Alena reached out to Mau.
After initially refusing to help, Mau made a deal with Alena that if he solved the crimes, he would be returned to his former rank of Commander and be allowed to continue his research unhindered. Alena agreed and Mau joined a team of investigators working on the crimes.
It was discovered that the murders were in fact committed by a group of Romulan infiltrators. However, Mau found that they were not from the Romulan Empire; rather, the murderers were from an alternate dimension. They were traced to an abandoned research facility on Earth, where an inter-dimensional doorway had been constructed. Alena ordered the doorway destroyed, but Mau was able to scan it before its destruction.
With his scan data, Mau was able to find the missing piece of his dimensional theories. Shortly after being recommissioned to Starfleet under Alena's new Starfleet Department of Investigation, Mau published his Theory of Inference, a groundbreaking advance in physics which enabled faster warp speed than ever before and even inter-dimensional and temporal travel.
Seeing his value, especially should the Romulans return, Alena appointed Mau as the director of a new department under the SDI called Temporal Engineering. In addition to having freedom to conduct his research, Mau gained access to personnel and physical resources in his new department. He assembled a team of the best engineers in Starfleet (some who had been arrested for their research) and began to explore interspace and temporal drives.
Setaria, USS Inference, and the Future
Temporal Engineering was one of the forces joining the Starfleet Command side during the Battle of Setaria Sector. Mau commanded the combined fleet of Temporal Engineering and Starfleet Science from his ship the USS Inference, under the command of fleet commander Alena.
